They are new old stock straight out of thier original packaging. For each purchase you will receive one pair in the same condition as the pair shown (Some light mothing but generally unissued new). They are 21" waist before the elastic is used. So they spread out quite a way to sensibly about 34" which is thier listed size on the packaging and label.
