It puts the spell on top of the library, which isnt ideal, but its still one of blues best tutors

Blue decks already have ways to ensure this card gets in unblocked, and some equipment can give it haste and protection

The emblem provides the draw hate here, but its the scry/fateseal -2 ability that intrigues me
